OVERVIEW
KCCA’s previous Revenue Management System was primarily used for cash collection, in-person transaction and paper documentation of revenue. However, this kind of system is not only heavily reliant on manpower and storage space, but has also prevented different departments from exchanging information, while decreasing efficiency and often leaving significant gaps in the sytem that results in loss of government revenue, leading to an overall lack of public accountability toward taxpayers.
Hence, to combat these inefficiences, KCCA developed the eCities Revenue Management System in collaboration with various governmental and private sector stakeholders, such as the ICT Department, Directorate of Physical Planning, as well as commercial banks and telecommunication companies. Consequently, revenue collection not only increased but also streamlined and automated the most important processes in revenue administration and tax collection
FEATURES
- Each taxpayer is given a certificate of registration with a unique number called COIN (City Operator Identification Number)
- COIN is stored in the registration module to track payments and to link taxpayers’ data to different government departments
- The eCities system provides various payment options, including over-the-counter payments of point of sale, bank payments, and payment via mobile money
- Delivery of notices and acknowledgement of payments are sent through SMS
KEY RESULTS
- 53.63 billion Ugandan Shilling in Tax Revenue Increase ($14.030.080,50USD)
- Streamlining, standardization and automisation of most important processes in revenue administration and tax collection
- By 2018, reports states that Kampala have potentially increased revenue collection which exceeds more than 188%
- Other results includes decreased levels of fraud and corruption, increased operating cost-efficiency in revenue administration and improved management of funds
