The VDC program laid the foundation for the development of Veracruz as a full-fledged smart city. It combines principles of open government and e-Government by making use of ICT to increase transparency and generate citizen-focused digital services.

The program consists of various projects and services including the Integral System of Relationship with Citizens (SIRC), Digital System of Procedure and Services (SDT), Employment Veracruz, Platform for Attention and Monitoring of Gender Violence & Integral System of “Apple” Chiefs. By 2017, this program managed to attract more than 1.2 million visits, demonstrating the usability of the program’s various services in developing a local government into a smart and sustainable city,

FEATURES

  • The Integral System of Relationship with Citizens (SIRC) is the city’s complaint management portal where citizens and government employees can track their complaints and suggestions and georeference each submission.
  • The Digital System of Procedures and Services (SDT) allows citizens to apply for municipal services and download all their documents in PDF format.
  • Employment Veracruz is a website where citizens and companies can offer their services or provide job opportunities for job seekers. The website also produces valuable data on employment and citizen behavior that can be later used for policy making by government officials.
  • The Platform for Attention and Monitoring of Gender Violence was developed jointly with the municipal women’s institute under the instruction of the municipal president. All the reports submitted are recorded, sent to the responsible government agency, thoroughly investigated, and then resolved according to the needs of the citizen.
  • The system of “Apple” Chiefs was developed under the municipality’s intention to constantly collaborate with community leaders (“apple chiefs”) that represent their respective neighborhoods. This system was implemented to facilitate communication between citizens and the government since meetings between the government and citizens have always been taken place in-person without any electronic recordings.

  • Overall, it is expected that in 2017, the annual savings due to the program amounted to MXN 2 million (USD$81,279).
