[PRESS RELEASE] Latin American stakeholders choose WeGO to lead their smart city development

Ahead of its online workshop on digital urban planning for cities in Latin America on November 25, the World Smart Sustainable Cities Organization (WeGO; Secretary General Jung Sook Park) is increasingly getting requests from Latin American stakeholders to collaborate on smart city projects in Latin and Central America. Notably, the Central American Economic Integration Bank (CABEI) and Dominican Ambassador is seeking smart city cooperation with WeGO. WeGO also introduced some of Seoul smart city best practice to Ecuadorian stakeholders, such as S-Dot, S-Pole, and TOPIS.

SEOUL – On November 25 at 9am, the World Smart Sustainable Cities Organization (WeGO) will hold the ‘Latin American Smart Cities Network (LASCN) Workshop on Digital Urban Planning’ to explore how Geographic Information Systems (GIS) can help cities analyze and solve their urban challenges. During the workshop, Mexico City—who has announced that it will share its system with any interested local government at no extra cost—, São Paulo, and Lima will present their respective GIS systems, talk about their expertise and experiences, and discuss potential improvements and areas for synergy. This knowledge-sharing workshop is open to the public and aims to provide attendees with ready-to-use practical information.
This event is the second Latin America-focused activity this year following the introduction of WeGO’s Latin America Smart Cities Network (LASCN) in June. As one of WeGO’s flagship regional network programs, the LASCN will serve as a platform for local actors and external stakeholders interested in Latin American smart city development to share regionally-specific knowledge, experience, policies, and technologies with the aim of fostering smart city development in the region.
During the LASCN Pre-workshop event in June, the initiative received extensive support from regional actors, notably from the Minister of Science, Technology and Innovation of Brazil, the Ambassadors of Costa Rica and Ecuador to South Korea, the United Nations Economic Commission for Latin America and the Caribbean (UN ECLAC), and the Inter-American Development Bank (IDB).
Subsequently, through the LASCN network Latin American stakeholders have been introduced to some of Seoul’s main smart city projects, including the Eungdapso, an integrated online civil complaints and suggestion management system, and the DASAN Call Center, a helpline for citizens. This has led to a successful partnership between Mexico City and DASAN Call Center: both are currently preparing to sign an MOU under which DASAN Call Center will serve as a benchmark for the establishment of a smart administrative civil complaint system in Mexico City.
Since the opening of its Latin America Regional Office in Mexico City in 2018, WeGO has been expanding its influence in the region as a global platform for smart city collaboration. In fact, the two main bidders to host WeGO’s 6th General Assembly in 2023 were from Latin America, and Mexico City was selected at the 5th WeGO General Assembly on October 18.
On top of this, in the past week only, representatives from the Columbia, Mexico, and Ecuador, currently in Seoul to attend the ‘Korea-Pacific Alliance (PA) Green Economy Forum’ organized by the Ministry of Foreign Affairs, have requested meetings with WeGO. As a smart city network of more than 200 local governments, corporations, and institutions, these stakeholders are turning to WeGO for assistance on smart and sustainable development in their countries.
On November 4, WeGO’s Secretary General Jung Sook Park met with the Central American Economic Integration Bank (CABEI), the Dominican Ambassador to Korea, and officials from the Korea-CABEI Partnership Single Donor Trust Fund, to discuss potential areas of cooperation in smart city development.
On November 8, Ecuador’s Vice Foreign Minister and embassy officials met WeGO at the Seoul City Hall to learn more about Seoul’s major smart city projects, such as the S-DoT (sensors which collect data such as fine dust level, temperature, humidity and population flows in real-time), S-Pole (smart poles which integrates road facilities such as streetlights and traffic lights) and Seoul Transport Operation and Information Service (TOPIS; integrated and comprehensive traffic control center that manages all traffic related operation in Seoul). In addition, the Ecuadorian delegation vowed to promote WeGO membership to three of its main cities Guayaquil, Riobamba, Quito, on top of the capital Cuenca, and to continue to expand the benchmarking of Seoul’s best practice policies through WeGO.
“Through WeGO’s five global regional offices (Africa, East Asia, Eurasia, Latin America, and Mediterranean region), we will play a pivotal role in the sustainable development of global smart cities by connecting smart city stakeholders such as cities and private sector actors,” said Jung Sook Park, Secretary General of WeGO.

서울시 창립 국제협의체 ‘WeGO’, 중남미 네트워크 강화 위한 워크숍

□ 서울시 주도로 창립한 스마트도시 분야 최초‧최대 국제협의체 ‘세계스마트시티기구(WeGO)’가 「라틴아메리카 스마트시티 네트워크 워크숍」(Latin America Smart Cities Network(LASCN))을 25일(목) 오전 9시부터 온라인으로 개최한다.
○ 세계스마트시티기구(WeGO, World Smart Sustainable Cities Organization)는 세계 도시 및 기업 간 스마트시티 협력‧교류를 촉진하고 지속가능한 발전을 모색하기 위해 서울시 주도로 창립한 스마트도시 분야 최초의 도시·기업 국제협의체다. 2010년 창립 당시 50개 회원 도시로 출발해 현재는 158개 세계도시를 비롯해 총 213개 도시·기관·기업이 회원으로 참여하는 세계 최대 규모의 국제협의체로 성장했다.
□ 워크숍은 ‘디지털 도시 계획’을 주제로 열린다. 서울시와 브라질‧멕시코‧에콰도르‧도미니카 등 10개 중남미 도시 스마트시티 관계자 70여명이 화상회의로 참석한다.
○ 이번 워크숍에선 멕시코시티, 브라질 상파울루, 페루 리마의 우수 스마트기술로 꼽히는 지리정보시스템(GIS)이 소개된다.
○ 또한 GIS기반 도시계획에 관한 한국의 노하우를 공유하기 위해 WeGO의 회원 기업이자 IoT 서비스 기업인 데이터얼라이언스와 모빌리티 스타트업 FATOS Corporation의 발표가 있을 예정이다.
○ 워크숍은 WeGO 홈페이지와 유튜브를 통해 생중계되며 스마트시티에 관심 있는 시민 누구나 볼 수 있다.

□ WeGO는 중남미 스마트시티 개발 관련 이해관계자들과 지역에 특화된 스마트시티 전문지식과 경험을 공유하고 정책‧기술을 교류해 실무에 직접 적용할 수 있도록 퀄리티 높은 공유 워크숍을 기획했다. 스마트시티에 대한 수요가 활발한 중남미 도시들과의 네트워크를 강화해나간다는 목표다.
○ 라틴아메리카 스마트시티 네트워크(LASCN)는 WeGO가 보유한 5개 세계 지역사무소(동아시아, 유라시아, 지중해, 중남미, 아프리카) 중 하나로, WeGO의 대표적인 지식 공유 및 지역 네트워크 강화 사업이다.
○ 지난 6월 개최된 LASCN Pre-Workshop엔 브라질 장관, 주한 코스타리카 대사, 주한 에콰도르 대사, UNECLAC, IDB 등의 고위급인사가 참석해 LSCN 네트워크가 확장‧발전할 수 있도록 자국 도시들의 적극적인 협조와 지원을 약속한 바 있다.
□ 서울시는 앞서 LASCN 네트워크를 통해 멕시코시티에 다산콜센터 운영 사례(‘21년)를 소개한 바 있다. 멕시코시티는 이를 벤치마킹한 스마트 행정민원 시스템을 구축할 계획으로, 관련 업무협약(MOU)을 서울시와 체결할 예정이다.
□ WeGO도 2018년 WeGO 남미 지역사무소를 개소한 이후 ‘스마트시티 국제협력 플랫폼이자 연결자’로서 남미 지역에서 영향력을 확대하고 있다.
□ 오는 2023년 열리는 제6차 WeGO 총회엔 남미를 대표하는 도시인 상파울로(브라질)와 멕시코시티(멕시코)가 유치 경쟁에 뛰어들어 멕시코시티가 최종 개최지로 확정됐다.
○ ‘한-태평양동맹(PA) 그린경제 포럼’ 참가를 위해 한국에 방문한 콜롬비아, 멕시코, 에콰도르 정부 관계자들도 WeGO와의 만남을 요청해왔다. WeGO(사무총장 박정숙)는 11.4.(목)에 중미경제통합은행(CABEI), 주한 도미니카 대사, 한국신탁기금 관계자들을 만나 서울의 우수스마트 도시 정책을 공유하고 중남미 도시-스마트기술기업-기금 간 스마트시티 구축을 위한 협력 방안을 모색했다. 11.8.(월)에는 에콰도르 외무부 차관 및 대사관 관계자들을 서울시청에서 만나 S-DoT(도시데이터센서), S-Pole(스마트폴) 사업 등 서울 주요 스마트시티 정책을 소개했다. WeGO의 서울시 정책 소개를 통해 에콰도르 대표단은 수도 쿠엥카를 비롯한 3개 도시(과야킬, 리오밤바, 키토)의 WeGO 회원 가입과 서울시 우수 정책 벤치마킹을 계속할 의사를 밝혔다.
□ 서울시 강지현 스마트도시담당관은 “코로나 펜데믹 이후 지속가능한 미래라는 중대한 현존 과제에 직면한 중남미 도시에게 WeGO와의 협력은 그 해결책이 될 것이다.”라며 “세계 200개 이상 도시·기관·기업으로 구성된 WeGO의 스마트시티 네트워크와 서울의 선진 스마트도시 정책‧기술이 중남미 도시 발전에 기여할 것으로 확신한다.”고 말했다.
□ 박정숙 WeGo 사무총장은 “WeGO가 보유한 5개 세계 지역사무소(동아시아, 유라시아, 지중해, 중남미, 아프리카)를 기반으로 도시‧기업 등 스마트도시 이해관계자들을 연결해 지속가능한 세계 스마트시티 발전에 중추적인 역할을 하겠다.”고 말했다.
