
Siyeon Park
Dr. Siyeon Park is a leading expert in employment services, vocational competency standards and national policy evaluation, with extensive experience spanning public service, institutional leadership and research. She currently serves as the 2nd President of the Korea National Employment Service Association (KNESA) and as the President of the Korea NCS Research Institute, where she leads initiatives aimed at strengthening Korea’s human resource development framework through the implementation of National Competency Standards (NCS).
Dr. Park has played a key role in advancing employment policies and improving the quality of employment services across Korea. Her expertise in public policy has been recognized through her service as an Expert Member of the National Policy Evaluation Committee under the Office for Government Policy Coordination (Prime Minister’s Office), where she contributed to the assessment and development of core national agenda items.
As a seasoned practitioner and policy advocate, Dr. Park has worked closely with both central and local government bodies to promote competency-based human resource systems. Under her leadership, KNESA has supported frontline employment service professionals and fostered collaboration among stakeholders to enhance job matching efficiency, career development systems, and labor market responsiveness.
