We are pleased to announce the Request for Project Proposals (RFP) for the WeGO Project Implementer 2020 – Phase 1: Online Feasibility Study.
Formerly branded as the WeGO Smart Sustainable City Feasibility Study Program, WeGO Project Implementer provides free technical assistance and consultation services throughout the entire project cycle, with a particular focus on the project implementation phase, to help local government members address the most pressing challenges in various smart city areas and advance their transformation into smarter and more sustainable cities.
Considering the prevailing COVID-19 pandemic, kindly be informed that two separate RFPs will be launched for the WeGO Project Implementer 2020 – one for the feasibility study and another for the pilot project. The feasibility study is expected to be implemented completely online during 4 months in 2020 while the pilot project is expected to be implemented during 6 months in 2021. The company selected for the feasibility study will receive favorable qualitative evaluation if and when the company participates in the bidding process for the company selection regarding the pilot project.
This year’s Project Implementer focuses on building infrastructure that enables better decision making by involving not just government, but citizens and business in an intelligent, connected ecosystem which operates at the intersection of the 3 “D”s: data, digital, and human-centered design.
The next generation of urban evolution – Smart City 2.0 – involves moving beyond mere infrastructure upgrades and into the comprehensive use of sensing technology and data analytics, providing improved public services and a higher quality of life by listening to citizens and engaging them as “co-creators” of citizen-centric solutions.
To this aim, WeGO has previously launched an RFP to its local government members to collect scalable project proposals that focus on building digital infrastructure which recognizes citizens as an important source of data generation, solution development, and a testing base for both governments and businesses.
WeGO, in consultation with the Selection Committee, has selected the proposal submitted by Cauayan City, Philippines, as the one most closely aligned to this year’s theme of the Project Implementer, coupled with the city’s strong commitment to post-project implementation.

WeGO seeks to select one (1) company that has experience working in the field of data dashboard development in countries in Asia-Pacific, and is capable of providing both consulting and solutions, based in Korea and with expertise in ICT, IoT, data, networks, and/or other smart city areas to successfully execute the selected project proposal. Separate companies for consulting and solutions may alternatively be accepted, in the absence of an appropriate company that can provide both.

||Bidding by Limited Competition (제한경쟁입찰)
- A feasibility study for the implementation of a pilot project or prototype applicable to the city with the aim of maximizing the possibility of city-wide implementation.
- Based on research on the laws, technologies, and technical capacity of the selected city, a project execution plan, political/technical/economic recommendations for city-wide implementation, and short-term/long-term expected outcomes should be provided.
