abstract This report analyzed critical factors by benchmarking the core areas endemic to national e-government programs. The final measure or E-government Index attempts to objectively quantify these factors, and establish a “reference point” for which a country can measure future progress. The E-government Index presents a more inclusive and less subjective measure of a country’s e-government environment. It incorporates a country’s official online presence, evaluates its telecommunications infrastructure and assesses its human development capacity.
