CeDS Online Platform

Background

The City e-Government Diagnostic & Solution (CeDS) Toolkit was jointly developed by WeGO, the World Bank (Urban Sector), Seoul Metropolitan Government and IT consultants from 2012 – 2013  as the first of its kind toolkit focusing on the e-Government agenda of local, rather than national, governments.  Originally based on an intricate Excel-spreadsheet, the CeDS was created to enable city officials with limited ICT knowledge to evaluate the status of their city’s e-Government maturity level and conceptualize Master Plans for city e-Government without consulting outside experts.

In 2014, WeGO embarked on converting the original Excel-based CeDS into an online data platform with more sophisticated data analysis, easier-to-use features and interactive elements.  WeGO is pleased to unveil the CeDS Online Platform exclusively for WeGO members and partners. The CeDS Components

The CeDS Investigation

The CeDS Investigation allows cities to self-assess their city’s e-Government environment based on a citizen-centric maturity model. The Investigation presents city administrators a series of questions about the status of indicators within various forces and dimensions. Specifically, the Investigation of e-Government Maturity poses approximately 90 questions that cover the internal (Governance Mechanism, Policy & Institution, Resource Capacity) and external (ICT Network, Citizen Readiness, Public Service Infrastructure) dimensions of city government, while a total 110 questions of the Investigation of Current e-Government Systems address the existence and use of a city’s e-Government systems relating to e-Admin (G2E) services, e-Life services (G2C), e-Industry services (G2B) and e-Infra services.
The CeDS Investigation can be completed in approximately two hours.

CeDS Analysis: Diagnostic Reports based on the CeDS Investigation

The CeDS Analysis section provides diagnostic reports that visualize and explain the results of the CeDS investigation. The first Overall e-Government Maturity diagnostic report issues a score indicating a city’s overall e-Government maturity level, while the second Specific e-Government Matuirty by 6 Internal/ External Dimensions diagnostic report shows a given city’s maturity level for each internal and external dimension of city government. The third Current e-Government Systems Maturity and Progressive Systems Map diagnostic report provides scores and maturity levels for city e-Government services in e-Admin, e-Industry, e-Life and e-Infra and in particular, identifies specific information systems that are recommended for implementation in order to raise a given city’s maturity level. Thus, the third diagnostic report allows city administrators to obtain a comprehensive picture of which e-Government modules need to be implemented to improve their city’s maturity level across various dimensions, based their city’s specific priority and policies.

CeDS provides twelve (12) IT modules with step-by-step instructions, which cover the most critical e-Government systems, as determined by the experiences of Seoul – a global e-Government leader — and WeGO pilot test cities.
